  【杂志简介】

  《纳米技术与精密工程》于2003年12月成功创刊。目前,该刊已被美国美国《工程索引》(EiCompendex)、美国《化学文摘》、美国《剑桥科学文摘》、“中国科技论文统计源期刊”(中国科技核心期刊)、《中国核心期刊(遴选)数据库》、《中文科技期刊数据库》、《中国学术期刊(光盘版)数据库》、《中国生物学文摘》等国内外的著名数据库收录。

  本刊是纳米技术与精密工程领域专业性学术期刊,主要刊登纳米技术、微机电系统、精密加工和精密测量方面用中、英文撰写的具有创新性的科学研究论文、研究报告以及重要学术问题的讨论等,旨在反映国内外该领域及相关领域的重要科学研究成果,促进学术交流和科学技术发展。

  本刊编辑委员会的学术层次极高。顾问委员会的成员中有7位外籍学者,其余均为我国工程院和科学院院士;编委会成员都是国内外的知名学者,他们所在单位的科研水平在该领域中位列前茅。稿件的来源不仅仅局限于中国,外籍作者也占有很大比例,如美国、英国、日本、德国、新加坡等。编委会委员的国际化和作者的国际化是本刊的重要特点。

  【摘 要】工程造价就是工程的建造价格,是指建设某项工程预计开支或实际开支的所有固定资产投资费用,也就是通过建设一项工程形成相应的固定资产、无形资产所需投入的一次性费用的总和,即建设工程投资。在实际应用中也可将工程造价解释为建成某项工程预计或实际在土地市场、材料设备市场、技术市场,以及承包市场等交易活动中所形成的建筑安装工程的价格和建设工程总价格。本文分析了工程造价的确定与控制问题。

  1.规范招投标活动

  工程项目招投标是项目实施阶段的第一道工序,是确定工程合同造价、择优选取施工单位的关键阶段。招投标阶段对工程造价的控制重点应放在规范招投标活动和招标方式的确定上,招标评标应实行合理低价中标。因此,做好招投标工作非常重要。在招投标过程中,一是坚持公开、公平、公正的原则,加强对招投标的监督;二是不断提高标底的编制质量和评标人员的业务素质,切实搞好招投标;三是严格禁止招标人利用施工企业的弱点,人为地要求施工企业压价等条件。
